    PROFICIENCY
  • Initiate the Read by Grade Three (SB391) program, to increase the number of students in kindergarten through third grade who are reading at or above grade level.
  • Expand full-day kindergarten to all elementary schools by the 2016-2017 school year and reduce class sizes to a student-to-teacher ratio of 21 to 1.
  • Implement the Victory Schools initiative (SB432), to provide qualified schools with pre-kindergarten programs, summer academies, professional development, and wraparound services.
  • Pilot the Franchise School concept, where principals with demonstrated excellence in academic growth and student achievement are tapped to lead a second school and replicate their best practices while continuing to supervise their original, “flagship” school.
