Title I is the federal education law that provides funding to elementary and secondary schools for programs and services to help economically disadvantaged students to succeed.
The purpose of Title I is to ensure that all students have an equal opportunity to reach State learning standards. Title I is intended to help close the gap in academic achievement between students in different ethnic and income groups.
Title I was first enacted in 1965 as part of the “War on Poverty.” It was part of the Elementary and Secondary Education Act (ESEA) to ensure equal educational opportunities for all children. Its purpose was to close the achievement gap between poor and affluent children by providing additional resources to schools serving disadvantaged students.
The Title I School-Based Support program serves students in Clark County School District Title I-eligible schools. Title I School-Based Support works directly with district administration and staff to develop and implement each school’s Title I plan. Technical and administrative support is provided to each school to ensure that the Title I plan supports the school’s plan for academic improvement. Title I ensures that each school complies with all federal, state, and district regulations that govern the use of Title I funds.
Regardless of a school’s Title I designation, the basic allocation is based on total enrollment counts for each school, as if the state and local funds are the only monies that school is receiving. Each school is also given additional allocations for other needs (technology, supplies, etc.). As a result, all schools are treated the same whether or not these schools are Title I-A served.

Early Childhood Title I Programs provide preschool educational experiences and services to students who are at-risk for meeting Nevada Academic Content Standards.

Early Childhood Title I Programs use Title I funds, in whole or in part, to improve cognitive, health, and social emotional outcomes for eligible children prior to entering kindergarten. The program is designed to prepare eligible children with the prerequisite skills and dispositions for learning that will enable them to benefit from later school experiences.

The Title I Homeless Outreach Program for Education (HOPE) of the Clark County School District works to remove barriers for students experiencing homelessness, to enroll in school and educate school personnel, parents, and unaccompanied youth of the educational options under McKinney-Vento Federal Law.

ESSA calls for school districts to offer programs and activities in order to involve parents and family members in their child’s school. Additionally, all Title I schools must develop, with parents input, a written parent and family engagement policy, and reserve at least 1% of its Title I funds to support parent and family engagement activities.
The Family Engagement Department implements strategies using best practices to assist schools in creating organizational conditions that foster trusting relationships with families and caregivers. Strong relationships with families and high impact family engagement will establish a sustainable culture of engagement, improve school attendance and increase student outcomes. Offering families digital learning opportunities will build family efficacy and confidence in navigating the school system. The Family Engagement Department provides Title I families of CCSD the necessary tools to best support their children’s academic and social-emotional progress.
